Three decades ago, the Central and Eastern European countries embarked on a westward expansion that lacked cooperation among them. However, regional cooperation has significantly evolved since then. In 2016, Romania, alongside Poland and Croatia, became a founding member of the Three Seas Initiative (3SI), a prominent regional integration project. The initiative focuses on the Baltic, Black, and Adriatic seas, which have significant historical, economic, technological, and geopolitical importance. The 3SI strategically emphasizes North-South infrastructure interconnections in transport, energy, and digital/cyber sectors, with a keen eye on security implications. The conference aims to explore how regional initiatives such as 3SI can address the twin needs of the European Union: strengthening bridges and securing borders.
