The Bucharest Summit in 2023 emphasized recovery and resilience, particularly in response to ongoing global challenges. Support for Ukraine remained a central theme, focusing on facilitating Ukraine’s EU accession and integration into 3SI projects. Notably, the 2023 summit marked the inclusion of Greece as a new participant in the 3SI. The summit reinforced the importance of strategic projects in enhancing regional connectivity and economic growth, consistently emphasizing cooperation and development. The inclusion of Ukraine and the Republic of Moldova as associated participating states within the Three Seas Initiative reflected a significant acknowledgement of their strategic importance and the challenges they face.

Key decisions and effects during the summit:

  • Greece became a new participating state of the Three Seas Initiative;
  • Moldova became a 3SI-associated participating state together with Ukraine;
  • On the initiative of Poland, Bulgaria, Lithuania and Romania, a decision was made to establish the Three Seas Business Development Association (TSBDA) based in Brussels;
  • Organization of a scientific panel for the first time during the 3SI Business Forum by the Three Seas Initiative Research Center at the Institute of Political Studies of the Polish Academy of Sciences;
