The 10th Three Seas Summit in Warsaw, 2025

Key Outcomes of the 10th Three Seas Initiative (3SI) Summit and Business Forum

  • The 10th Three Seas Initiative Summit in Warsaw gathered 11 presidents and the Prime Minister of Croatia. In total, 23 states and the European Commission were represented (see table below). In terms of the number of leaders present, it was the largest diplomatic event in Poland in 2025. The summit was hosted by the President of the Republic of Poland, Andrzej Duda. The Chancellery of the President of the Republic of Poland was responsible for organising the summit. The Three Seas Business Council organised the Business Forum.
  • New strategic partners joined the 3SI: Spain and Turkey, increasing the number of 3SI strategic partners from four to six (now including the European Commission, Germany, USA, Japan, Spain, and Turkey).
  • New associated participating states joined the 3SI: Albania and Montenegro. This increased the number of associated countries from two to four (Moldova, Ukraine, Albania, and Montenegro).
  • The Joint Declaration of the 10th Three Seas Initiative Summit was adopted. It reaffirmed the fundamental goals of the Initiative, especially the need to develop North-South infrastructure connections to strengthen regional resilience, reinforce EU cohesion, and enhance transatlantic ties.   • For the first time, a separate statement was added to the declaration – Hungary dissociated itself from paragraphs 4–9, which included, among others, the condemnation of Russia’s war against Ukraine.
  • The updated list of priority projects now includes 140 projects. The declaration highlighted key projects such as BRUA, the LNG terminal on Krk Island, Rail Baltica, Rail2Sea, the completed synchronization of the Baltic States’ electricity grids with continental European networks, Via Baltica, and Via Carpatia.
  • Funds: The first Three Seas Initiative Investment Fund completed its fundraising phase in 2023 and, as planned, transitioned to the investment management and value growth stage. Work is ongoing to establish a second fund modelled on the first. Additionally, the Three Seas Initiative Innovation Fund was established.   • Japan: Japanese Prime Minister Ishiba Shigeru sent a special message to participants of the 10th Summit. Message by Mr. ISHIBA Shigeru, Prime Minister of Japan, April 30, 202 He announced the opening of a representative office in Poland by the Japan Bank for International Cooperation (JBIC).   • USA: U.S. Secretary of Energy Chris Wright attended the 10th 3SI Summit and the Business Forum in Warsaw. His keynote remarks and video: Energy Department article  YouTube video
  • On April 29, 2025, during the Business Forum, a Presidential Panel was held, with speeches by 9 presidents from 3SI states and the Prime Minister of Croatia. For the first time, such a presidential panel was included in the agenda of the Business Forum.
  • First Ladies’ Diplomacy within 3SI: On April 29, 2025, during the Summit, a separate event was held on the initiative of First Lady Agata Kornhauser–Duda, with the participation of First Ladies from Estonia, Lithuania, Albania, Hungary, and Montenegro. More details: First Ladies’ Program
  • Academic dimension: The conference titled “The Three Seas Initiative: The Economic Dimension of Intra-EU Cooperation” was one of the side events of the Business Forum. He conference was organized through the collaboration of scholars from numerous academic institutions—including the Institute of Political Studies of the Polish Academy of Sciences, the University of Łódź, the Lithuanian Academy of Sciences, Cardinal Stefan Wyszyński University, Mykolas Romeris University, the University of Bucharest, the University of Zagreb, and the University of Athens—as well as experts, with the support of the Three Seas Business Council.
