The First Parliamentary Summit of the Three Seas Initiative, Zagreb, 24–25 March 2026

The Three Seas Initiative Parliamentary Summit took place in Zagreb on 24–25 March 2026 under the theme “Advancing the Three Seas Initiative: Vision, Responsibility, Partnership.” The event was attended by Speakers and Deputy Speakers of the parliaments of the 3SI participating states, associated participating states, strategic partners, as well as invited guests. The Croatian Parliament hosted the summit.

This was the first Parliamentary Summit of the Three Seas Initiative. However, it is worth recalling that earlier events at parliamentary level included: the 1st Parliamentary Forum – Tallinn (Estonia), held virtually on 3 June 2021; the 2nd Parliamentary Forum – Riga (Latvia), 20–21 June 2022; and the Three Seas Young Parliamentarians Forum, Warsaw (Poland), 3–5 October 2021.

The 1st Parliamentary Summit of the Three Seas Initiative in Zagreb was opened by:

  • Gordan Jandroković, Speaker of the Croatian Parliament
  • Andrej Plenković, Prime Minister of the Republic of Croatia
  • Szymon Hołownia, Deputy Speaker of the Sejm of the Republic of Poland

This was followed by speeches delivered by:

During the plenary session, representatives of the parliaments of the Three Seas Initiative participating states, strategic partners, associated states, selected institutions, and special guests took the floor.

  • Tomasz Głogowski, MP – Deputy Chairman of the Polish-Croatian Parliamentary Group
  • Marek Siwiec, Head of the Chancellery of the Sejm

The first Parliamentary Summit of the Three Seas Initiative was organized as part of Croatia’s presidency of the Initiative. The culmination of this annual presidency will be the Presidents’ Summit and Business Forum, to be held on 28–29 April 2026 in Dubrovnik.
